Summary of Relevant Work Experience:

State Route 0094, Sections 014 and 015, York and Adams Counties. This project involves the partial acquisition of nearly 100 parcels, which include two residential relocations. Duties include managing staff, delegating assignments, reviewing all work products, quality control, assistance with appraisal packages, conducting status meetings, coordinating activities with the Department and design consultant and plan review.

State Route 0028, Sections A9 and A10, City of Pittsburgh and the Borough of Millvale, Allegheny County. Keystone is currently working on the Gap Plan for both sections, which include approximately 84 Total Takes. There are approximately 30 Relocation Claims, which range from single family tenants to business owners and tenants that occupy over 30,000 square feet in some instances. Duties include preparation of pre-acquisition surveys, analyzing and conveying relocation benefits, negotiating claims, assisting with obtaining sub-consultant agreements, providing relocation assistance, conducting comparable sales and comparable housing searches.

State Route 0079, Section 230 and State Route 3205, Section 230, Jackson Township, Harmony Borough, Butler County. Keystone is currently assisting PennDOT District 10-0 on acquiring the property necessary to construct new ramps to better access State Route 79. There are approximately 35 parcels that will need acquired of which 6 involve residential relocation. Duties include preparation of settlement documents, presentation of offers, negotiations with property owners, securing signatures for settlement, preparation of condemnation requests, processing payments, and data entry into PennDOT’s ROWOffice Computer System.

State Route 0074, Section 029, West Manchester Township, York County. The project involved the partial acquisition of eight parcels and three total takes for the construction of a new intersection. Of the three total takes, there are six business relocations and one residential relocation. Duties included managing staff, delegating assignments, reviewing of all work products, preparing status reports, negotiating claims, providing relocation assistance, and processing payments.

Mon Fayette Expressway, Untiontown to Brownsville Segment, Washington and Fayette Counties. Duties included claim file review, conducting relocation interviews, negotiating settlements with property owners, researching property titles and completing bring down reports, computing supplemental benefits for owners and tenants, providing condemnation support, attending closings, reviewing and explaining right-of-way plans to affected owners, assisting property owners with resolving objections, conducting preliminary appraisal reviews.

State Route 3070, Section 002 was completed for PENNDOT District 8-0. Conducted negotiations with 23 property owners, provided relocation assistance to two residential displacees, processed payments in PennDOT’s ROWOFFICE System, disbursed payments and facilitated property management functions.

State Route 0022, Section B02, Westmoreland County, PA. Conducted negotiations with property owners, provided relocation assistance, processed payments through computerized real estate management system, computed supplemental benefits, relocated several residents and businesses, became proficient with PENNDOT’s MYSAP Application, disbursed acquisition payments, and facilitated property management functions.

State Route 0022, Section B08 in Westmoreland County included the full scope of right-of-way acquisition services. Responsible for preparation of pre-acquisition survey and preliminary relocation services.

Additional Projects Include: State Route 0022, Section 491 in Indiana County, Bridge Replacement Projects throughout Allegheny County, New Castle High School Reconstruction, New Castle, PA, State Route 0083, Section 025, York County, PA, Nagle Bridge, in Harborcreek Township, Erie, PA, State Route 4034, Sections A50, A51, A51G, A90 all in Erie County, PA.

Duties have included but are not limited to: Project Management, contract administration, maintaining accounts receivables, payables and corporate records, payroll administration, benefit plan administration and participation in development of employee handbook. Duties more specifically related to the right-of-way acquisition experience include: Claim negotiation, preparation of pre-acquisition surveys, conducting of displacement interviews, assistance with other agents, preparation of supplemental evaluations, drafting of housing of last resort resolutions and plans, recommending and providing support for administrative settlements, provided relocation assistance to business displacees and numerous residential owners and occupants, provided condemnation support, prepared condemnation requests, recorded transfer documents, drafted lien releases, provided assistance in closing services, secured property management contracts for both boarding and sealing as well as area maintenance and snow removal services.
