Summary of Relevant Work Experience: State Route 0060, Section A02, Wheatfield and Farrell Township and the City of Sharon, PA. The project is to widen, realign and improve intersections for a two mile long state facility, which enters the City of Sharon. There are approximately 140 parcels being acquired in part and the project will displace several business enterprises and a few residential occupants. Duties include managing staff, delegating assignments, reviewing of all work products, assistance with appraisal packages, contracting for sub-consultants and other specialists, prioritizing, conducting status meetings, coordinating activities with the Department and design consultant, plan review and ensuring adherence to applicable guidelines. State Route 0028, Sections A9 and A10, City of Pittsburgh and the Borough of Millvale, Allegheny County. The project is for the widening, reconstruction and new ramping to accommodate the heavy flow of traffic into and out of Pittsburgh. There are approximately 30 Relocation Claims, which range from single family tenants to business owners and tenants that occupy over 30,000 square feet in some instances. Duties include managing staff, delegating assignments, reviewing of all work products, assistance with appraisal packages, contracting for sub-consultants and other specialists, prioritizing, conducting status meetings, coordinating activities with the Department and design consultant, plan review and ensuring adherence to applicable guidelines. State Route 0079, Section 230 and State Route 3205, Section 230, Jackson Township, Harmony Borough, Butler County. Keystone is currently assisting PennDOT District 10-0 on acquiring the property necessary to construct new ramps to better access State Route 79. There are approximately 35 parcels that will need acquired, six involve residential relocation. Duties include managing staff, delegating assignments, reviewing all work products, conducting status meetings, coordinating activities with the Department, plan review and ensuring adherence to applicable guidelines. State Route 2038, Section WD1, Bucks and Montgomery Counties. This project involves the partial acquisition of nearly 70 parcels, which include two residential relocations and one business. Duties include managing staff, delegating assignments, reviewing all work products, quality control, assistance with appraisal packages, conducting status meetings, coordinating activities with the Department and design consultant and plan review. Interstate 95 and PA Turnpike in Bristol, PA. The project involves the total acquisition of approximately 27 parcels and the partial acquisition of 16 other properties for the construction of an interchange and five bridge projects being done in conjunction with it. Duties include project administration, development and maintenance of new tracking software, planning assistance, delegating duties, facilitating and coordinating right of way scheduling with design and other assistance to the project manager. Mon Fayette Expressway, Untiontown to Brownsville Segment, Fayette and Washington Counties. This project involves the acquisition of approximately 78 parcels, which includes 9 residential relocation claims. Duties include managing field office staff of five employees, overseeing day to day activities, delegating assignments and duties, reviewing acquisition, relocation, settlement and appraisal documents, conducting status meetings, providing assistance to the clients’ legal counsel, preparing claim tracking applications, and ensuring applicable state, federal and local guidelines are enforced. State Route 0006, Sections A2 and A3, Port Allegany, McKean County. The project involves the construction of two new bridges over the Allegheny River. There are approximately 30 partial take claims. Duties include all aspects of the right-of-way acquisition management process from recommending appraisal types, preparing damages estimates, assigning claims, reviewing all settlement documents, processing claim payments, recommending administrative settlements and supporting them, and providing any support to the assigned staff members for out of the ordinary problems or difficult cases. State Route 0219, Section C10 in Elk County for PENNDOT District 2-0. The project involves approximately 33 parcels and three relocation claims. Duties include all aspects of right-of-way acquisition process, plus providing assistance to each assigned agent, providing status updates, coordinating meetings, and presenting solutions to prevailing problems. Central Avenue Bridge, in McKean County for Hamilton Township. The project is an LPA bridge replacement project for Hamilton Township. Initially, acquisition was forecasted to take approximately four months to complete. The staff worked very closely together to provide full right-of-way acquisition services and completed the project within a month and a half to meet an accelerated construction letting and settled every claim. The South Mahoning Landslide Project is being completed for PENNDOT District 10-0. This was an emergency project that was being constructed to eliminate the potential for future landslides. There were approximately 17 parcels that needed to be acquired. Duties included overseeing staff, delegating duties, coordinating scheduling, plan review and commentary, review of settlement documents, budgeting, condemnation support, and assistance with problematic right-of-way issues. State Route 0022, Section B02 in Westmoreland County. The company was responsible to complete acquisition of over 100 claims, which were initially assigned to another consulting firm. There were numerous relocation claims as well. We were able to successfully meet the District’s ambitious clearance. Proper direction and guidance was extended to the staff to enable the successful completion of required duties, within the schedule. State Route 0022, Section B08 in Westmoreland County included the full scope of right-of-way acquisition services. Under my direction, the duties assigned were successfully completed until the expiration of the contract. Additional Projects Managed Include: twelve bridge replacements
in Allegheny County, three high-profile projects in Erie County for PENNDOT
District 1-0 for the Bayfront Connector as well as Harborcreek Township
for the Nagle Bridge, the preparation of a Damage Estimate for the Port
Authority of Allegheny County for the North Shore Connector Project, SR219
Section C08 in McKean County for PENNDOT District 2-0, A damage estimate
for a low speed Maglev train for California University of Pennsylvania
and a Relocation Project for the General Services Administration in Scranton,
PA. The experience that has been attained through managing these projects,
lends to a very well rounded proficiency in all aspects of right-of-way
acquisition. Each project that has been completed, was done so under budget
and within the time constraints established in the initial contracts.
Prior to the field work and management, Mr. Broadbent worked as an assistant
to James S. Broadbent in preparing a manual for acquiring rights-of-way
for the Port Authority of Allegheny County. This included conducting vast
research of available manuals, regulations and procedures guides as well
as drafting text for legal review and final draft approval.
