Summary of All Relevant Work Experience:

PA Turnpike Mainline, Milepost 320 to 326 in Chester County. The project is to reconstruct a portion of the Turnpike’s mainline to accommodate an increase in traffic flow. The lane configuration will increase from the existing four lanes, to the future six lanes. Duties include managing staff, delegating assignments, reviewing of all work products, assistance with appraisal packages, prioritizing, conducting status meetings, coordinating activities with the Commission and design consultant, and plan review and coordination.

Interstate 95 and PA Turnpike in Bristol, PA. The project involves the total acquisition of approximately 27 parcels and the partial acquisition of 16 other properties for the construction of an interchange and five bridge projects being done in conjunction with it. Duties include managing staff, delegating assignments, reviewing of all work products, assistance with appraisal packages, prioritizing, conducting status meetings, coordinating activities with the Commission and design consultant, plan review, assistance with the development and maintenance of a new right of way tracking software application and ensuring adherence to applicable guidelines.

State Route 0028, Sections A9 and A10, City of Pittsburgh and the Borough of Millvale, Allegheny County. Keystone is currently working on the Gap Plan for both sections, which includes approximately 84 Total Takes. There are approximately 30 Relocation Claims, which range from single family tenants to business owners and tenants that occupy over 30,000 square feet in some instances. Duties include quality assurance and assistant to the Project Manager.

PTC Slip Ramps and North East Extension (Twin Bridges) located in Chester and Carbon Counties. Duties include supervision of agents, relocation advisors, appraisers and title searchers as well as ensuring all phases of right-of-way acquisition are undertaken in the utmost professional manner and meetings with PA Turnpike Officials are facilitated efficiently and effectively. Ultimate responsibility is representing the company by providing a quality service and being accountable for every work item to be completed.

State Route 0022, Section B02, and 491, located in Westmoreland and Indiana Counties (respectively). The typical project management duties were provided, including providing direction to negotiation, relocation, appraisal and title staff members, reviewing all documentation relative to settlements, condemnation preparation and filing, relocation payments, pre-acquisition surveys, as well as writing administrative settlement requests, housing of last resort plans, implementing relocation strategies for non-compliant property owners, facilitating a cooperative effort between our staff and clients and monitored files for adhesion to proper standards and regulations.

All Project Management functions relative to the successful completion of full service right-of-way acquisition were provided. Each project was completed on time and within the budget. In certain instances, as with the State Route 0083 Project, an accelerated construction letting was introduced and due to the experience and past performance, all assignments were able to be accelerated accordingly, which enabled the company to meet the ambitious goals.

PENNDOT District 11-0, Chief Negotiator, Pittsburgh Region. Employed for 30 years in the public sector, where development began at an early age and progressed to a Chief Negotiator position, prior to retirement in 1992. Mr. Broadbent was largely responsible for supervising the acquisition of properties for the current transportation infrastructure surrounding the Pittsburgh area and bordering counties and was manager of a staff of nine staff negotiators at the time of retirement.

In addition: Accomplished Author of Right-of-Way Man, Clearing the Path for the Nation’s Highways, and was a pivotal part of preparing a Right-of-Way Acquisition Manual for the Port Authority of Allegheny County.
