James S. Broadbent


Mr. James Broadbent began his right-of-way career with the Pennsylvania Department of Transportation in 1961 as an engineering assistant. He continued under the employ of PENNDOT until 1991, when he retired as the District 11-0 Chief Negotiator. He began his career in the private sector as a consultant to Baker Engineering, during which time he developed a right-of-way manual for the Port Authority of Allegheny County. James Broadbent has been managing right-of-way acquisition projects for the past thirty-five years. He was largely involved in the development and successful establishment of the existing transportation hub in and surrounding the City of Pittsburgh.

Mr. Broadbent’s experience with property owners who were impacted by the Interstate 279 project in Pittsburgh led him to share accomplishments and encounters through a book that he authored entitled, “Right-of-Way Man”. He has also been featured in articles, which were published in the Pittsburgh Press and Tribune Review. Mr. Broadbent was also featured in a news story aired by KDKA TV.

James Broadbent was the catalyst upon which his sons resurrected Keystone Acquisition Services and has remained active with the administration of the business and managing projects throughout the Commonwealth.
