Jay F. Broadbent


Mr. Broadbent has been involved in the right-of-way acquisition field since 1992, where he began as an assistant to his father, James S. Broadbent, while completing a right-of-way manual for the Port Authority of Allegheny County. During the time associated with the preparation of the manual, Mr. Broadbent’s interest in the right-of-way acquisition process flourished and he decided to pursue it as a career. He worked for three right-of-way consulting firms for several years, and then decided to resurrect Keystone Acquisition Services, Corp., which was initiated in 1992 by his father and two associates, but remained inactive. Keystone was formally established in 2001 and has prospered under current management.

Jay Broadbent has been active in the profession since 1992 and has been successfully managing projects for the past 10 years. He has been largely responsible for overseeing several high-profile projects and has been able to remain within budget on each project. His experience and awareness of each facet of the right-of-way process combined with his ability to lead staff members, lends to the successful management of each project under his direction. Mr. Broadbent holds a B.S. Degree from Robert Morris University in Business Administration, is an active member of the International Right-of-Way Association and the American Society of Highway Engineers and is a registered Notary Public in Pennsylvania.
